A newly identified drug personality identified as Joe Santander y Romero, 51 years old, single and a resident of Maigo, Lanao Del Norte while his cohort Elmer Orcullo @el el, 40 years old, married and a resident of Brgy Kinamaligan, Masbate City was killed in a buy-bust operation at Purok Lapu-lapu, Brgy Pating, Masbate City on January 22, 2017 at 12:26 AM.

Evidence recovered inside the occupied room of Joe Santander Y Romero were the following items:

1. One piece of metallic slug;
2. One piece of spent cartridge casing;
3. One piece of black leather wallet containing 10 pieces ofPhp100.00;
4. One piece caliber .22 magnum revolver without serial number;
5. One piece of pillow with blood stains;
6. One piece of improvised totter;
7. One piece of mobile phone “ILLY PH”;
8. One piece of black box containing five pieces of large heat sealed transparent plastic sachets containing white crystalline substance believed to be Methamphetamine hydrochloride also known as shabu;
9. One piece of digital weighing scale; and
10. One piece of plastic sachet with residue.

While inside an adjacent comfort room was:

1. One piece of 5.56mm revolver without serial number; and
2. Two pieces of metallic slug.

Recovered in the possession of Elmer Orcullo were:

1. One piece of Php500.00;
2. One piece of large transparent plastic sachet containing four pieces of small heat sealed transparent plastic sachets containing white crystalline substance believed to be shabu; and
3. One piece of violet pouch containing personal belongings and driver’s license of Elmer T. Orcullo under license number EO3-96-007842.

NARRATIVE: On aforementioned date, time and place particularly inside the boarding house of Leonel Abejuela y Escarlan, 74 years old, widower, businessman, resident of Purok Lapu-lapu, Brgy Pating, Masbate City, joint personnelof Masbate CPS, Masbate PPSC and Regional Anti-Illegal Drugs (RAID) in coordination with the PDEA conducted anti-illegal drug buy bust operation against Elmer Orcullo of Brgy Kinamaligan, Masbate City. The poseur buyer together with his confidential informant bought one piece of small plastic sachet containing white crystalline substance believed to be methamphetamine hydrochloride also known as “shabu” in exchange for Php500.00 used as marked money from the suspect together with his male companion who was later identified as Joe Santander y Romero. However, when the poseur buyer introduced himself as a police officer the suspects drew their firearms but were immediately counteracted by the arresting officers.

The suspects suffered gunshot wounds and were immediately brought to Masbate Provincial Hospital for medical treatment but later pronounced DOA by attending Physician.

Recovered pieces of evidence were inventoried, marked and sealed in the presence of the witnesses, namely: Hon. Mary Ann L Aganan,Brgy Official of Brgy Pating, Masbate City and Edmundo F Arboleda- Media Representative. The bodies of the suspects were brought to Masbate Provincial Hospital pending post mortem examination to be conducted by Masbate City Health and subsequently claimed by their relatives.

Recovered/confiscated pieces of evidence were brought to Masbate CPS for proper disposition and will be subjected for laboratory examination at the RCLO, Camp Gen Simeon A Ola, Legaspi City.

Joint personnel of Camarines Norte Criminal Investigation Detection Team (CIDT-lead unit), Regional Anti-Illegal Drugs Special Operation Task Group-5, Vinzons Municipal Police Station (MPS), Camarines Norte Provincial Intelligence Branch, Camarines Norte Provincial Public Safety Company, MIG5 and Philippine Drug Enforcement Agency Camarines Norte implemented the Search Warrant No. D-04-2017, issued by Judge Evan D. Dizon of Regional Trial Court Branch 40 Daet, Camarines Norte, dated January 20, 2017 for Violation of RA 9165(Comprehensive Dangerous Drug Act of 2002) which resulted to the arrest ofRudy Ibeas y Tabigan, (No. 1 Priority Target Listed of San Vicente MPS and D.I. Listed Drug Personality), 34, married, jobless and a resident of Purok- 6, Barangay Cabanbanan, San Vicente, Camarines Norte and temporarily residing at BarangaySto. Domingo, Vinzons, Camarines Norte, on January 20, 2017 at about 10:35 in the morning at said place.

Said operation resulted to the confiscation of the following items from the suspect possession and control: eleven (11) pieces of small heat sealed transparent plastic sachets containing white crystalline substance suspected as “shabu”;illegaldrug paraphernalia; one (1) caliber 45 pistol, Colt with inserted magazine loaded with seven (7) live ammunitions; one (1) piece fragmentation hand grenade color blue & black; one (1) piece magazine for caliber .380 loaded with twelve (12) live ammunitions; four (4) pieces live ammunitions for caliber 45; and suspected drug money amounting to P 20,400.00.

Arrested suspect is now under the custody of Camarines Norte CIDT while appropriate criminal complaint is now being prepared against the suspect for filing in court by said unit.

The joint elements of the PNP conducted anti illegal drug operation at Zone 1, Barangay Mabolo, Naga City at about 12:20 A.M., Sunday, January 21, 2017 and collared twelve suspected drug personalities namely:
1. Melvin Rada y Delos Angeles, 54 years old, single, of Zone 1 Barangay Mabolo, Naga City, a construction worker;
2. Cer Anthony Mendaro y Orogo, 30 years old, married, of Aurora South, Sipocot, Camarines Sur, a burger vendor;
3. John Cayonte y Zamodio, 36 years old, single, of Zone 1, Bgy Mabolo Naga City, Maintenance crew at Naga City Motor pool;
4. Jeffrey Perillo y Ramos, 35 years old, married, of Zone 1, Barangay Mabolo Naga City, a Barber;
5. Arnel Diaz y Estrella, 31 years old, single, of Zone 1, Barangay Mabolo Naga City, a Merchandiser;
6. Raymond Pilapil y Granada, 18 years old, single, jobless, of San Lorenso Minalabac Camarines Sur;
7. Russel Lanuso y Bermudo, 45 years old, of San Miguel, Mabolo Naga City, employee at Metropolitan Naga Water District;
8. Jessie Oliquino y Montero, 34 years old, married, of Zone 6, Mabolo Naga City;
9. Jayvee Perillo y Delos Santos, 18 years old, single, of Zone 3, Pagdaicon, Barangay Mabolo, Naga City;
10. Jomar Caponga y Morano, 36 years old, single, a tricycle driver, of Zone 3, Barangay Mabolo Naga City;
11. Louie Jaucian u Peñaverde, 37 years old, married, of Waling-Waling St., Naga City Subdivision, Triangulo Naga City; and
12. A 16 years old, minor, (DOB: June 24, 2000) of Zone 6, Minalabac, Camarines Sur;

Joint personnel of Regional Anti-Illegal Drugs Special Operation Task Group-Special Operation Unit (RAIDSOTG-SOU), City Anti-Illegal Drugs Special Operation Task Group-Naga City Police Office (CAIDSOTG-NCPO), Personnel of PS1 Naga CPO together with the PDEA, Cam Sur, conducted buy-bust operation at the house owned by Ramon Abinal.

PO3 Enuel Sesgundo who acted as poseur buyer together with the confidential informant able to buy from Jomar Caponga y Morano, 36 years old, single, a tricycle driver, of Zone 3, Barangay Mabolo Naga City, One piece heat sealed transparent plastic sachet containing white crystalline substance suspected as “shabu” later marked as ELS 1-21-17 with signature in the amount of Php 500.00 using Php500.00 used as marked money.

Suspect noticed the presence of operating personnel and immediately fled towards the inner part of the house where he was cornered and apprehended. Thereat, the operatives discovered and arrested the other suspects who were caught on the act of having a pot session.

During the operation, Sergio Abinal y Lañada, of legal age, a resident Zone 3, Barangay Mabolo Naga City able to escape.

Seized inside the said house are the following items:
1.) One yellow lighter TM: YA Original with improvised rolled aluminum foil serve as burner;
2.) One piece white lighter TM: Torch Original;
3.) One piece orange lighter TM: YA original;
4.) One piece orange scissor;
5.) Four pieces aluminum strips with suspected “shabu” residue bundled with masking tape;
6.) Two pieces aluminum tooter bundled with masking tape;
7.) One piece improvise aluminum foil needle serve as burner;
8.) One piece small size heat sealed transparent plastic sachet containing suspected “shabu”; and
9.) One piece medium size opened transparent plastic sachet sealed with masking tape.

A body search was conducted to the above-mentioned suspects and recovered from them the following items, to wit:

a.From the left back pocket of the worn short pants of Jomar Caponga:
1.) One Piece Php500.00; and From the left front pocket, One piece heat sealed transparent plastic sachet containing white crystalline substance suspected as shabu
b.From the right side front pocket of the worn short pants of Cer Anthony Mendaro:
1.) One piece heat sealed transparent plastic sachet containing
white crystalline substance suspected as “shabu”.
c.From the right front pocket of the worn short pants of John Cayonte:
1.) One piece heat sealed transparent plastic sachet containing
white crystalline substance suspected as “shabu”.
d.From the left side front pocket of the worn short pants of Melvin Rada:
1.) One piece heat sealed transparent plastic sachet containing
white crystalline substance suspected as “shabu”,
e. From the right front pocket of the worn short pants of Arnel Diaz:
1.) One piece heat sealed transparent plastic sachet containing
residue of suspected “shabu”; and One piece heat sealed transparent unopened plastic sachet containing white crystalline substance suspected as “shabu” recovered on the ground, and;
f.From the ground where Jeffrey Perillo was standing:
1.) One piece heat sealed transparent plastic sachet containing
white crystalline substance suspected as “shabu”.

Inventory, markings and photographs of the seized items was conducted at the place of incident in the presence of the suspects and mandatory witnesses namely: Mr Eutequio Agor, Media Representative; Ms Lida V. San Luis, DOJ representative; and Barangay Captain Magno Reyes - Elected Brgy Official.

Arrested Suspects and seized pieces of evidence were brought to NCPO for proper disposition while the minor was turned-over to the custody of Naga City Children’s Home, Barangay Pacol, Naga City.

An Incumbent Brgy. Kagawad, a drug surrenderer and Number six drug watchlisted in Ligao City was neutralized during the buy bust operation at about 7:26 PM of January 18, 2017.

In a report submitted to PSSUPT ANTONINO R CIRUJALES, Provincial Director disclosed that the operation was the combined elements of RID-RAIDSOTG, RIU5, 5th RPSB, APPSC, MIB, CIDG, PIB APPO led by PCI DENNIS BALLA and Ligao City Police Station led PSUPT LEA B SUPELANA, COP, in coordination with PDEA ROV conducted anti-Illegal drug buy-bust operation at Purok 1, Brgy Tinampo, Ligao City to one GARY BOÑON ENCINAS, 45 years old, married, incumbent Barangay Kagawad and resident of the said Barangay. Said suspect is a drug surrenderer of Ligao CPS.

Accordingly, after the transaction was consummated, poseur buyer gave the pre-arranged signal to the operatives. However, upon noticing their presence and sensing that they were police officers, suspect immediately drew his firearm and subsequently poked towards them, prompting and constrained to fire towards the suspect. As a result the suspect sustained gunshot wounds and was immediately brought to JBDMDH, Tuburan, Ligao City but was Declared Dead on Arrival by Dr. Judy Manlangit, attending physician.

Recovered and seized from the suspect possession were: one thousand peso bill found at the right front pocket, two thousand six hundred peso bill found at the left front pocket, while, the RCLO5 Personnel conducted SOCO at the scene recovered the following items to wit; caliber.38 smith and Wesson revolver without serial number, Six (6) caliber .38 SPL cartridges, One (1) fired bullet and Three (3) 9mm fired cartridges cases.

Inventory and marking of seized pieces of evidence were made in the presence of Brgy. Chairman Dexter Orido and Barangay Kagawad Mark Anthony Rempillo (elected officials) of the said Barangay and media representative Ma. Elena R Pagdagdagan of Sky Radio. Recovered pieces of evidence from the crime scene were brought by the RCLO5 personnel led by PCI NOBLEZA for examination while the One (1) piece heat sealed transparent plastic sachet containing white crystalline substance of suspected “Shabu” as the Buy Bust Drug, marked as RC-1-18BB recovered from the suspect by PO1 Cherry Fer Realisan was under her sole custody and will be subsequently brought to RCLO5 for Laboratory Examination.

A drug personality was arrested in buy-bust operation conducted by joint elements of Castilla MPS, SORPPO-PIB, Sorsogon-CIDT, SORPPSC, and RMU5 January 18, 2017 around 6:45 PM at Purok Sampaguita, Brgy Cumadcad, Castilla, Sorsogon.

According to PSINSP JORDEN V GUTAY, OIC Castilla MPS said that suspect Jojie Auditor Latagan, 37 years old, single and a resident of Purok Rosal, Brgy Cumadcad, Castilla, Sorsogon was arrested after selling to a police poseur buyer one (1) heat sealed transparent plastic sachet containing white crystalline substance suspected to be methamphetamine hydrochloride commonly known as “shabu” marked JLM/1/18/17 in exchange of a one (1) five hundred peso bill pre-marked money bearing Serial Number FA008552 used as buy-bust money.

Ensuing lawful search conducted on the suspect in the presence of required witnesses such as Punong Barangay Allan Canon, Mr Rodel Musni, DOJ representative together with Apolinario Hapa of DWLH FM Media representative, resulted to the recovery of the following items:
a. One (1) pc cigarette foil containing two heat sealed transparent sachet containing white substance suspected as shabu marked as RMA/1/18/17 P1 and RMA 1/18/17 P2;
b. One (1) unit of 0+ cellphone color black marked as RMA 1/18/17 containing two (2) pcs. of small heat sealed transparent plastic sachet collectively marked as RMA 1/18/17 P3 and RMA 1/18/17 P4; and
c. One (1) pc Cherry Mobile cellphone color red marked as RMA 1/18/17.

Arrested suspect was apprised of his constitutional rights and brought to Castilla MPS for booking and documentation.

Recovered pieces of evidence will be submitted to PNP Crime Laboratory Regional Office 5 for laboratory exa
