The Philippine National Police continue to bolster its thrust on active community-oriented policing as it believes that peace and order is a shared responsibility of the police and the community. In order to maintain peace and security, streaming a strong relationship is the key factor for the community relies upon the police to serve and protect, and likewise the police relies on the community for its support and cooperation in order to effectively carry out its mandate.

Therefore, it is imperative that men and women of the PNP be guided to effectively carry out its mandate with the prime objective of establishing a collaborative partnership that can analyze problems, design and implement solutions that are truly community-based. Police Regional Office 5 held the opening ceremony of the 45-day Police Community Affairs Development (PCAD) Course consisting of 360 hours on August 6, 2018 at PRO5 Camp BGen Simeon A Ola, Legazpi City. The training/ course is attended by PNP personnel who are assigned in PCR and Mobile Forces personnel in order to equip knowledge, attitudes, skills and values for effective and efficient police community relations. Likewise, the training’s target objective is the enhancement of PNP’s image and credibility in order to regain the trust and the confidence to the organization. It also gives emphasis on capacity building and skill development in support of the PNP Integrated Transformation Plan. “Community is the Police and the Police is the Community”- a genuine partnership between the community and the Philippine National Police is essential in enforcing the law, reducing crime, maintaining peace and improve quality of life.  The PCAD Class was grouped into 5 teams and each group conducted immersion activities on the selected barangays which includes lectures, seminar, foot patrol and dialogue during the duration of course.
