PSUPT ROLANDO B SANTOS, Chief of the Regional Civil Security Unit 5 graced as the resource speaker during the Monday Flag Raising Ceremony of Police Regional Office 5 held at the Parade Ground of Camp BGen Simeon A Ola, Legazpi City on January 28, 2019.

The activity was highlighted with the awarding of medals to deserving personnel in recognition of their significant operational accomplishment in the campaign against illegal drugs. PCSUPT ATTY ARNEL B ESCOBAL, Regional Director assisted by PSUPT ROLANDO B SANTOS, the resource speaker, and PSSUPT NICERIO D OBAOB, Deputy Regional Director for Administration awarded and pinned the Medalya ng Kagalingan (PNP Merit Medal) to PSUPT BENITO E DIPAD JR; SPO1 Evan B Orayan; PO2 Carlo Mel A Pagorogon; and PO1 Analiza J Casulla in recognition of their meritorious accomplishment during the successful buy-bust operation conducted on December 5, 2018 at Barangay Malabog, Daraga, Albay. The team was awarded for the successful operation resulting to the neutralization of Florencio Millena y Guianan aka “Flo” and the confiscation of one (1) cal .357 revolver loaded with four (4) misfired cartridges and four (4) pcs heat-sealed transparent plastic sachets containing a total of 2.935 grams of Methamphetamine Hydrochloride also known as shabu. Their sterling performance and diligent efforts contributed in the PNP Anti-illegal Drugs Campaign Plan “Project Double Barrel: Reloaded”, thus earning credit not only for themselves and their unit but for the entire Philippine National Police as well. After the awarding of medals, the resource speaker delivered a short message about the function and responsibilities of their office. He shared that their office was formerly named Firearms and Explosives Security and Guards Supervision (FESAGS) until it was activated under a new name of Regional Civil Security Unit on April 5, 2016 through NAPOLCOM Resolution Number 2016-247 which is under the administrative supervision and operational control of the Civil Security Group. He also said that their office is in charge in the implementation of laws, rules and regulation concerning firearms, ammunition, explosives, explosive ingredients/controlled chemicals, firecracker and pyrotechnics, private security personnel, private security agencies, company guard forces, and government guard units.
